Resilient Procurement

Procurement decisions made today will shape infrastructure, supply chains, and communities for decades to come.

As climate and nature risks intensify, the organisations that embed resilience into their procurement processes now will be far better placed to manage what's ahead and to demonstrate real value to the stakeholders they serve.

Everloop helps organisations in public and private sectors make procurement decisions that are resilient, responsible, and built to last.

We help organisations integrate climate resilience into procurement, investment, and infrastructure decisions, covering everything from risk assessment and emissions reduction to supplier selection and contract management. We design and implement sustainable procurement policies that align with regulatory requirements, national environmental commitments, and broader sustainability goals.

We also support the development of resilience criteria embedded directly into tendering and contracting processes, helping organisations move beyond policy intent to practical, measurable change.

Beyond individual organisations, we advise public bodies, regional authorities, and cross-sector initiatives, supporting collaboration, shared frameworks, and programmes that accelerate climate and nature-positive outcomes at scale.

How we help:

  • Climate risk and vulnerability assessment of infrastructure assets and plans
  • Physical climate risk data - locations specific historical and forward-looking data
  • Resilience-centred integration of climate mitigation and adaptation into procurement and infrastructure decision-making
  • Public sector green procurement advisory
  • Technical advisory services for public sector and sectoral sustainability initiatives

Climate Resilience & Flood Risk Mitigation

West Coast Irish Airport

A major airport on the West Coast of Ireland required a robust evidence base report to design flood protection infrastructure, secure investment budgets, and manage the financial volatility of weather-related disruptions.

We delivered detailed flood hazard maps and the granular data necessary for the client to model the potential damages and "cost of inaction." To address operational risks, we quantified specific weather-related disruption thresholds including extreme temperature probabilities, wind speed frequencies, and heavy rainfall events. This analysis provided monthly, annual, and decadal projections, comparing historical baselines against multiple future climate scenarios and time horizons.

The result

A high-resolution risk profile enabling the airport to synchronize infrastructure investment with climate reality and integrate weather-related financial planning into their long-term capital strategy.

Green & resilient public sector procurement

Philippines Government

We worked as a Climate & Green procurement advisor, supporting the Philippines Government’s Infrastructure Procurement Department in operationalizing a landmark law mandating the integration of environmental and climate resilience into public sector decision-making.

We participated in workshops to engage key national stakeholders to identify barriers and lessons learned from previous infrastructure projects. This insight informed the development of comprehensive implementation guidelines and practical tools to integrate green and climate risk considerations in the procurement lifecycle. We also provided capacity training to the procurement leads across the governments and collated a Green procurement and Climate resilience resource hub to support the public sector teams in implementing the new tools.

The result

A suite of implementation resources and tools that translate legislation into actionable policy, equipping the government to build high-resilience infrastructure and drive green public investment at scale.
